This is a Bi-directional Adapter allows a SATA Hard Drive to be connected to and IDE interface on the PC's motherboard, ideal if the existing hard drive has failed as SATA drives are bigger and Cheaper, this also and  the opposite.... you can connect and IDE drive to a SATA interface on the motherboard, so older IDE's can be used to up the storage, Great for CCTV as every Gigabyte counts and fast drives are not really essential.

If you look closely at the image you will see there are 2 SATA  ports, 1 SATA port is for one way,  the other SATA  is opposite .

This product has not been tested on a DVR as there are so many different types, note it is being sold as a PC product but is still not big risk money to try one on a DVR.
